Office of the University Council
The Office of the University Council is a central administrative unit supporting the University Council and operates jointly with the Office of Administration. Centered on the work of the University Council, it is responsible for overall coordination, official document handling, liaison and reception, oversight and follow-up, confidential communications and confidentiality matters, and the organization of major meetings and events. Its specific responsibilities are as follows:
1. Communicates decisions, directives, and work arrangements of the University Council and oversees their implementation.
2. Organizes University Council meetings and other major events; coordinates official activities involving University Council leaders; and manages the Committee’s external liaison.
3. Drafts, processes for approval and issuance, and archives key materials, including University Council documents and work reports.
4. Manages the receipt, dispatch, and circulation of University Council official documents and centrally manages confidential documents.
5. Serves as the administrative office of the Confidentiality Committee and coordinates and provides guidance on confidentiality and confidential communications work.
6. Manages and uses the official seals of the University Council and the Office of the University Council.
7. Coordinates the collection, editing, and submission of information for the University Council.
8. Coordinates campus stability and emergency management. 9. Undertakes other tasks assigned by higher authorities and the University Council.
Office of Administration
The Office of Administration is a central administrative and service unit of the University. Its responsibilities include overall coordination, oversight and follow-up, official document management, records management, seal management, public correspondence and visits, legal affairs, information and statistics, administrative reception, and related functions. Its specific responsibilities are as follows:
1. Organizes major university-wide events; coordinates university-wide administrative affairs; and coordinates the response to major emergencies.
2. Leads the drafting of university-wide administrative rules and regulations; issues notices and announcements in the name of the University; and contributes to drafting major administrative documents, including work summaries, work plans, major reports, and speeches.
3. Organizes meetings of the Presidential Executive Council and other university-level administrative meetings; prepares agendas, minutes, and resolutions.
4. Oversees follow-up on major University matters and monitors the implementation of decisions of the Presidential Executive Council and annual priority tasks.
5. Handles the receipt, dispatch, and processing of the University’s administrative official documents.
6. Plans and coordinates the University’s records and archives work and oversees the management of all categories of University records.
7. Manages the University’s official seals, licenses, and certificates.
8. Leads and coordinates university-wide information statistics, reporting, and disclosure; handles institutional annual inspections and related matters; and leads the compilation of University chronicles and yearbooks.
9. Manages liaison, cooperation, and exchanges with government departments; coordinates the reception of domestic visitors at the University and academic-unit levels; and organizes the reception of major visiting delegations.
10. Coordinates the daily official schedules of University leaders, as well as related office arrangements and official travel.
11. Coordinates the organization and logistical arrangements of meetings and activities of the International Advisory Council.
12. Coordinates the administration and services of alumni affairs; strengthens alumni engagement; supports alumni development; develops alumni networks and resources; and encourages alumni contributions to the University’s development.
13. Handles public correspondence and visits and coordinates and follows up on petition-related matters across University units.
14. Works with the University’s legal counsel to provide legal affairs management and services and legal advice on University matters involving law, institutional policies and documents, major decisions, project negotiations, and related issues.
15. Manages information handled through the University’s online office systems and assists with the administration of the office automation (OA) platform.
16. Leads the preparation of the academic calendar and the arrangement of holiday duty rosters and related matters.
17. Undertakes other tasks assigned by the University.
